オンラインゲーミングのライセンス承認に関するお知らせ
フィリピンにおける統合型リゾート（IR）施設「オカダ・マニラ」を運営する TIGER RESORT,
LEISURE AND ENTERTAINMENT, INC.（以下「TRLEI」といいます。 は、フィリピンカジノ運営公 ）
社 PAGCOR(Philippines Amusement and Gaming Corporation)より、2021 年 4 月 19 日付で TRLEI のオンラ
インゲーミングへの参入を承認するレターを受領しましたので下記のとおりお知らせいたします。
記
1. 概要
TRLEI は、以前より PAGCOR に対して、オンラインゲーミングのライセンスを申請しておりました
が、2021 年 4 月 15 日開催の PAGCOR 取締役会にて、テーブルゲームと電子ゲーミング機器のオンラ
インゲーミングへの参入が承認されました。これは、マニラ首都圏にてエンターテインメントシティ
を構成する統合型リゾート施設 4 社の中で初の承認となります。
今後、カジノ税及びライセンスフィーの適切な徴収やマネーロンダリング防止をはじめとするシス
テムのカジノ諸規程への適合・遵守確認と、テスト・シミュレーションなど諸条件をクリアして、本
稼働となる予定です。 （別紙参照）
当社グループにおいては、本オンラインゲーミングを足がかりとして、今後、当社独自の技術を利用
したスポーツベッティングのオンラインゲーミング化等への開発を進めてまいります。
2. 今後の見通し
2021 年 12 月期の当社連結業績に与える影響も含め、本件に関連して今後公表すべき事項が生じた場
合には速やかにお知らせいたします。

This refers to your request to conduct online gaming of Table Games and
Electronic Gaming Machines (“EGMs”) at Okada Manila based on the submitted
draft Implementing Rules and Guidelines (“IRG”).
Please be advised that the PAGCOR Board of Directors, in its meeting on April 15,
2021, approved Tiger’s request to conduct online gaming of Table Games and
EGMs at Okada Manila subject and compliant to the following:
1. The system must be capable of being audited for proper determination of
Taxes/License Fees.
2. The system must be able to prevent minors/banned persons from playing.
3. There should be no proliferation of online /remote gaming.
4. The system must be able to include other safeguards such as prevention
of money laundering and enforcement of responsible gaming.
5. Testing and Simulation.
Moreover, please be also advised that the PAGCOR Board of Directors approved
your request with instruction to ensure proper collection of Taxes/License Fees,
monitor closely and ensure compliance with Anti-Money Laundering Laws and
Regulations.

本状は、提出された実施規則およびガイドライン（「IRG」/ Implementing Rules and Guidelines）
に基づいて、オカダ・マニラにてテーブルゲーム及び電子ゲーミング機器（「EGM」/ Electronic
Gaming Machine）のオンラインゲーミングを実施することを求める貴殿の要望に関するレターで
す。
PAGCOR 取締役会は 2021 年 4 月 15 日の取締役会において、以下を遵守することを条件として、
オカダ・マニラにてテーブルゲームおよび EGM のオンラインゲーミングを実施することを求める
タイガーの要望を承認しました。
1. 税金/ライセンス費用の適切な決定のために、監査が可能なシステムでなければならない。
2. 未成年者/禁止された人物によるプレイを防止することが可能なシステムでなければなら
ない。
3. オンライン/リモートゲーミングを拡散してはならない。
4. マネーロンダリング防止や責任あるゲーミングの実施などのその他安全対策を含むこと
が可能なシステムでなければならない。
5. テスト及びシミュレーションを実施すること。
加えて、税金/ライセンス費用の適切な徴収を間違いなく行い、反マネーロンダリングに関する法
令および規則を遵守するよう注意深く監視し、かつ実際に遵守させるようにとの指示のもと、貴
殿の要望が PAGCOR 取締役会により承認されたことについても申し添えます。
